2020 Census and Legislative Redistricting

As a result of the COVID-19 pandemic, the 2020 legislative redistricting process was delayed. On August 16, 2021, the 2020 Census data was published, officially kicking off the local redistricting process. Local redistricting in Wisconsin occurs in three phases and requires cooperation and coordination among counties and municipalities. Counties adopt supervisory district plans; municipalities adjust ward boundaries as needed; counties adopt final supervisory district plans and cities adopt aldermanic districts.

                    Phase One – In Phase One, Ward 7 was split along school district lines to create two wards that would each be in their own school district; one in Greenfield School District (Ward 7) and one in Whitnall School District (new Ward 9). This was done in an effort to simplify election administration for school district ballots and in anticipation of future developments and population increases to stay within population allowances for the purpose of redistricting. All wards after the new Ward 9 were renumbered as a result of this change, through Ward 22.

                    Phase Two – The City of Greenfield received notification on March 17, 2022 that our City was impacted by new congressional maps that were provided to the Wisconsin Elections Commission showing congressional district line changes in our municipality as a result of redistricting, requiring the City of Greenfield to take action to acknowledge the changes and approve an amended ordinance accounting for these changes. (Three areas in Ward 1 were changed from Congressional District 5 to Congressional District 4; new wards were created for these areas, and these wards were numbered Ward 5, Ward 6 and Ward 7—all other City wards were renumbered as a result through Ward 25.) The City of Greenfield Common Council approved these changes on April 6, 2022.

                    Phase Three (Final Phase) – The City of Greenfield received notification on April 20, 2022 that new legislative district maps were provided to the Wisconsin Elections Commission, as a result of legislative redistricting, showing our municipality contained ward(s) split by assembly district lines, requiring the City of Greenfield governing body to take action to approve the amended ward plan changes; Ward 26 was created. The City of Greenfield Common Council approved these changes on May 17, 2022.
